The German and integration tests administered by the Austrian Integration Fund (ÖIF) serve as official proof of German language skills as well as knowledge of values and orientation. They are relevant for obtaining residence permits, Austrian citizenship, and access to certain social benefits. To ensure fair testing conditions and prevent fraud, the ÖIF relies on uniform quality standards across Austria, comprehensive security measures, and rigorous controls.
Nationwide uniform and legally standardized testing standards
All ÖIF examinations are conducted in accordance with the legal requirements of the Integration Act, the Integration Act Implementing Regulation, and the respective examination regulations. They take place exclusively at certified and inspected examination centers and are subject to uniform quality standards nationwide. The examinations are administered by two licensed examiners. For ÖIF-funded examinations, an ÖIF invigilator is also present to monitor the proper conduct of the examination and compliance with the binding requirements.
Licensed examiners and strict quality assurance
To ensure consistent and objective assessment, all examiners must hold a valid ÖIF examination license. This requires mandatory training and proof of the necessary knowledge and skills for administering and evaluating examinations. Nationwide standardized guidelines govern the entire examination process. These include the centralized processing and evaluation of examinations, as well as the automated generation and electronic transmission of examination results. Regular standardized evaluations verify compliance with quality standards.
Identity checks and strict security measures against exam fraud
To prevent fraud and manipulation, binding security regulations apply to the entire examination process. These include, in particular, the verification of the examinees' identities and strict rules for the organization and execution of the examinations. Binding regulations also exist for the secure handling, storage, and transport of examination materials.
The examination rooms must also meet specific requirements and are certified and inspected by the Austrian Integration Fund (ÖIF). Regulations regarding seating arrangements and minimum distances between examinees are intended, for example, to prevent cheating during the exam. The ÖIF takes appropriate action in cases of violations of the binding examination regulations. If there is suspicion of criminal activity, it will be reported immediately.
Digitally signed certificates protect against forgery
Even after the examinations are completed, security measures ensure that examination certificates are protected against forgery and manipulation. Certificates issued by the Austrian Integration Fund (ÖIF) are digitally signed. This allows verification that a certificate was indeed issued by the ÖIF and has not been subsequently altered. In addition, examination data is exchanged with the relevant authorities to support the verification of examination certificates.
About the ÖIF exams
The Austrian Integration Fund (ÖIF) offers German and integration tests at language levels A1 to C1. These tests were specifically developed for the integration context and serve as official proof of German language skills and knowledge of values and orientation for immigrants dealing with government offices and authorities. The tests are part of the statutory integration measures and are relevant, among other things, for obtaining certain residence permits, Austrian citizenship, and access to certain social benefits. In 2025, the ÖIF recorded approximately 90,000 test attempts.
